温志强，男，中共党员，天津市特聘教授，天津市131创新型人才第一层次人才，市级创新团队负责人。国家应急管理部安全宣传进校园活动专家顾问、中国应急管理学会校园安全专业委员会委员、人民法制天津普法委员会副主任、天津市政府重大行政决策咨询论证专家、天津市应急管理重大决策专家咨询委员会副主任、天津市消防救援指挥专家组专家、天津行政管理学会常理事天津市智库国家治理研究院副院长、风险治理与应急管理研究中心主任，天津市网络内容建设与综合治理办公室主任。长期从事国家安全治理、风险治理与应急管理、网络内容建设与舆情治理、网络意识形态安全、校园安全治理等智库研究。在《管理世界》等期刊发表论文170余篇，8篇教学案例入选教育部学位中心案例库。主持国家社科、教育部社科、天津市社科、中国博士后资助以及重大委托项目60多项，出版专著5部。
